e-NAM Scheme

The Indian Prime Minister, Narendra Singh Modi introduced e-NAM, an online e-trading platform gateway for the National Agriculture Market (NAM) with the Union Minister of Agriculture and Farmers Welfare, Shri Narendra Singh Tomar, launched Platform of Platforms (POP) under the National Agriculture Market (e-NAM) on the sidelines of the State Agriculture and Horticulture Ministers’ Conference in Bengaluru, Karnataka on 14th July 2022. 

A pan-Indian electronic trading platform called e-NAM, or the “National Agriculture Market,” connects the several Agricultural Produce Market Committees (APMC) Mandis to create a single, nationwide market for agricultural goods.

Objectives :

1. To enable pan-India trading in agricultural commodities, marketplaces will be integrated, initially at the state level and then nationwide via a shared online marketplace.

2. To facilitate the effective operation of the markets, marketing and transaction processes should be streamlined and made uniform across all markets.

3. In order to improve marketing efficiency, improvement and real-time price discovery based on actual supply and demand for agricultural commodities, ensure auction process transparency, set prices commensurate with produce quality, and accept online payments.

4. Establishing quality assaying systems for quality control to encourage buyers to make realistic bids.

5. To encourage consistent costs and the supply of high-quality products.

Benefits:

•  Increased market accessibility combined with transparent online trade. 

•  For producers, real-time price discovery means greater and more reliable price realization. 

• Lower costs for purchasers during transactions. Information regarding commodities prices is available on the e-Nam mobile app. 

•  Through SMS, one can receive information about the quantity and price of a commodity sold. 

•  Certification of quality. 

•  Improved warehouse-based sales and supply chain efficiency. 

•  Online money transfer straight to the farmers bank accounts.

Beneficiary: For all Agri-commodity stakeholders including traders, buyers, processors, exporters, farmers and mandis.

New Features Incorporated in e-NAM Scheme :

• e-NAM platform/mobile application has been further strengthened by launching FPO (Farmer Producer Organization) trading module in e- NAM whereby FPOs can trade their produce from their collection center without bringing the produce to APMC.

•  Warehouse based trading module was also launched in e-NAM to facilitate trade from warehouses based on e-NWR (electronic Negotiable Warehouse Receipt). 

•  With its introduction, farmers will be facilitated to sell the produce outside their state borders. This will increase farmers’ digital access to multiple markets, buyers and service providers and bring transparency in business transactions. 

•  41 service providers from different platforms are covered under POP facilitating various value chain services like trading, quality checks, warehousing, fintech, market information, transportation etc.

•  AI based assaying equipment have been integrated with e-NAM platform.

Achievements:

•  As of 11 Feb 2024, total 1389 mandis from 23 states and 4 union territories have been integrated into the e-NAM platform.

•  More than 1.75 crore Farmers & 2.43 Lakh traders have registered on e-NAM platform (as on March 31, 2023). 

•  2822 FPOs have been onboarded on e-NAM platform. 

•  Traded value worth ₹ 2.50 lakh crore has been recorded on e-NAM platform.

• Digital India Award 2022: Electronic National Agriculture Market (e-NAM) initiative of Ministry of Agriculture won Platinum Award (1st) in the Digital Empowerment of Citizens Category.

Some key points related to e-NAM are given below:

1.  To the participating agriculture mandis, the GOI is granting a grant of Rs. 30 lakhs.

2.  Under this initiative, farmers will get access to “farmer helpline services” around the-clock to assist   them in learning about the site.

3.  The primary advocate for the National Agricultural Market (eNAM) is the Small Farmers’ Agribusiness Consortium (SFAC). Under the Department of Agriculture, Cooperation and Farmers’ Welfare (DAC&FW), SFAC is developed. The NAM e-platform is developed, run, and maintained by a Partner chosen by SFAC through an open procurement.

Conclusion:

We can conclude that this will benefit the farmers since they will get paid more for their produce than they did previously. Trials may be held for the intermediaries who allege charges that drive up market pricing. Bigger retail establishments stand to gain from this and will be drawn to it because there are no middlemen involved and bigger profit margins. It’s important to make sure the software being utilized doesn’t have any flaws because the state government has been known to limit supplies when local market prices are high in an effort to create an imbalance between supply and demand.
